A traditional treat scented with citrus which pairs perfectly with either a chocolate dipping sauce or custard.
Place the milk, sugar, lemon and orange zest into a small saucepan and heat over medium heat, stirring until the sugar dissolves.
Add the rice, stir to combine and bring to a boil, then add the raisins.
Lower the heat and allow rice to simmer, uncovered, for about 30 minutes or until rice is cooked and milk is fully absorbed.
Remove from the heat and allow to cool completely before placing in the fridge to chill for 1 hour.
Separate the egg yolks and egg whites into 2 separate bowls, beat the egg whites until stiff and set aside.
Remove the rice from the fridge and add the egg yolks, mix until well combined.
Add the flour, and mix well, then gently fold in the beaten egg whites with a spatula until evenly mixed through.
Heat the oil in a pot until hot and then drop teaspoonfuls of dough into the oil.
Fry until golden brown, remove from oil and drain on a paper towel lined plate.
Allow to cool for about 10 minutes, then roll in castor sugar to coat lightly. Sugar.
Serve warm with chocolate dip or a warm citrus custard
